Speaker Bio
Caroline Mbugua HSC is the Senior Policy Manager Sub, Saharan Africa, at the GSMA, she recently received a Head of State Commendation from the president of the Republic of Kenya in recognition of the contribution she has made in shaping ICT policy in Kenya.
At the GSMA, she is responsible for developing industry positions and driving the implementation of the same through Government Relations and Policy engagements in Sub-Saharan Africa, to ensure everyone and everything is connected for a better future. She has a passion for digital development and transformation in Africa and therefore drives advocacy for policy and regulatory reforms that ensure everyone can participate in the digital economy.
She has over 15 years of experience in the Telecommunication industry, with strong command in various key issues such as digital inclusion, financial inclusion, data privacy and protection, spectrum management, and competition among others.
Caroline holds an MBA from the Jomo Kenyatta University of Agriculture and Technology, a Public Policy certification from the London School of Economics and Political Science and is an alumnus of Strathmore Business School, Public Policy Executive Program.
