Spectrum in the Sub-1 GHz range has the capability to support the provision of greater coverage in more areas, consequently facilitating greater access to mobile broadband services and delivering affordable connectivity. Spectrum within this range is a bye-producte of the Digital Switchover (DSO) - the process of moving from analogue to digital terrestrial television transmission.
In countries that have been successful in completing the DSO, it has required thinking about the implementation of a broad range of regulatory and policy actions. They include policy considerations, the state of the broadcasting market, funding solutions to facilitate the process, public outreach, availability of consumer equipment, and subsequent licensing of the 700 MHz and 800 MHz Digital Dividend Bands.
This session will focus on the importance of DSO through the analysis of national approaches and reference to best practices relevant for the African context. The session will assess challenges with reference to a group of African markets, review successful implementation efforts and highlight best practices to make specific recommendations to move the process forward. It will also explore the opportunity countries have to leapfrog steps in the process and take full advantages of the benefits of low-bands, including both Digital Dividend bands, and the impact on connecting the unconnected.
